Budimex qualified for the second stage of the tender for the construction of Rail Baltica in Estonia

Budimex SA, as part of an international consortium, has been qualified for the second stage of the tender for the construction of a section of the main railway line in Estonia, which will connect Tallinn with Latvia. The project is a key element of Rail Baltica’s investment to integrate Estonia, Latvia and Lithuania into the rest of the European Union. It is one of the most important parts of one of the largest infrastructure investments in Europe. Budimex’s further participation in this project is another step in the Group’s development on foreign markets.

The second stage of the tender for the design of a key railway route in the Baltic States and the European Union has been qualified by, m.in, a consortium with the participation of Budimex SA. It also includes companies such as Bouygues Travaux Public, Ingérop Conseil et Ingénierie, KMG Infra OÜ and WSP Finland Oy. All participants had to meet stringent requirements for technical and financial capacity
and experience. The aim of the project is to create a modern railway infrastructure in Estonia enabling trains to reach speeds of up to 249 km/h. The construction is co-financed by the European Union and the Estonian state budget.

The total value of the tender could reach up to €932 million, including the option to purchase strategic materials. The investment is divided into 2 stages, for which separate agreements are planned to be signed:

Stage 1 – Construction of the railway superstructure on the Ülemiste-Pärnu section and the substructure of the Tootsi-Pärnu section. Estimated contract value: €394 million.

Phase 2 – design and construction of the Pärnu-Ikla section, up to the border with Latvia. Estimated contract value: €332 million.

Budimex’s participation in one of the tenders of key importance for the functioning of the European Union underlines its position as one of the leaders in the infrastructure sector. The final selection will be announced in the first half of 2025. At the same time, Budimex continues its development, actively participating in tenders of key importance for Europe’s infrastructure and economy.

The largest Polish general contractor, as part of the ERB RAIL consortium (Eiffage Génie Civil, Budimex SA, Rizzani de Eccher), is already implementing another, 230-kilometre section  of the Rail Baltica railway line, which is part of the Trans-European Transport Network (TEN-T). The contract value is EUR 3.7 billion, and the completion of the entire investment is planned for 2032.
