Work on the second part of the construction of the waterway through the Vistula Lagoon is gaining momentum

“We are already in the second phase of the government investment, which will connect the waters of the Vistula Lagoon and the port of Elbląg with the Gulf of Gdańsk. An investment thanks to which a new road will operate on the map of Poland, a waterway, allowing for uninterrupted and free navigation both under the Polish flag and under the flag of third countries. The commencement of works on a part of the fairway on the Elbląg River is important for the timely implementation of the long-term programme adopted by the Council of Ministers in 2016  – said Deputy Minister of Infrastructure Marek Gróbarczyk.

Currently, the contractor has started works related to strengthening the subsoil for the road leading to the bridge that will be built in Nowakowo. Work is also underway to prepare technological roads and develop the construction site in terms of logistics.

The second stage consists in the reconstruction of the banks of the Elbląg River, the reconstruction of teletechnical and power collisions, as well as the construction of a section of the county road and a swing bridge over the Elbląg River. At the moment, we are at the stage of constructing technological roads and strengthening works for road embankments, which are carried out in the technology of prefabricated drains and overload embankments, as well as concrete columns, reinforced with steel profiles – says Michał Tersa, Deputy Contract Manager from Budimex SA.In the next stage, the foundation of the bridge structure will be made. After the completion of the reinforcement works, we will proceed to the construction of embankments and supports for the swing bridge– adds Michał Tersa.

In the coming days, the first shipment of sheet piling from Luxembourg will arrive at the Port of Gdansk. The walls will be reloaded onto transport pontoons and delivered by water to the construction of the new waterway. The walls will be used to enclose the new section of the fairway on the Elbląg River.  The total area of the new walls and banks of the Elbląg River will amount to over 300 km2.

Subsequently, the contractor will proceed to carry out pile driving works.

The construction of the waterway connecting the Vistula Lagoon with the Gulf of Gdańsk has entered the second stage, for the implementation of which we signed a contract on 20 April this year. The project implementation time is 24 months. It consists of three basic elements – the lining of the banks of the Elbląg River, the bridge in the new crossing in Nowakowo and the reconstruction of the county road to this bridge. The bridge in Nowakowo is being built in order to  eliminate the navigational obstruction that is above this bridge to the north  – the so-called “Bridge Road”. pontoon bridge. This project will allow for the removal of the greatest navigational difficulties and widening the track on the Elbląg River to the parameters described in the construction project – said Andrzej Małkiewicz, Head of the Investment Implementation Department at the Maritime Office in Gdynia.

The new bridge will be 104.3 m long with a span of 2 x 51.5 m.

The works under the second part of our investment have moved from the preparatory stage to the stage of actual implementation in the field. Heavy equipment appeared on the construction site, m.in. in the form of a piling machine, making concrete columns for the road leading to the new bridge. The works  under this contract include the so far unregulated, undeepened Elbląg River and the replacement of the pontoon bridge with a swing bridge, which, unlike the existing one, will not generate problems for navigation. This bridge will provide the residents of Nowakowska Island with the rest of the country in comfortable contact – said Wiesław Piotrzkowski, Director of the Maritime Office in Gdynia.

The scope of works under the contract includes the reconstruction of the existing fairway on the Elbląg River over a length of 10.4 km in terms of bank casing, which will ultimately take over the flood protection functions of the earth embankments, the construction of low marinas to facilitate access to the river and the construction of a swing bridge over the Elbląg River in Nowakowo, along with changes to the road system on a section of 2 km. The dredging of the river itself will take place as part of the next stage of the investment, for the implementation of which a tender is planned for the end of this year.

Proper implementation of the provisions of the environmental decision is crucial for the entire project

For the entire investment task called the construction of a waterway connecting the Vistula Lagoon with the Gulf of Gdańsk, a decision on environmental conditions was issued, as well as a decision of the General Director for Environmental Protection, partially amending the provisions of the environmental decision. At the same time as the commencement of construction works on the second part of the task, environmental supervision was also exercised on behalf of the contracting authority, also over this part. For the purposes of this contract, the contractor also secured its own environmental supervision. Herpetological supervision is also carried out on the investment site and the necessary derogation decisions are obtained on an ongoing basis – said Dorota Słabek, Head of the Environmental Impact Department at the Maritime Office in Gdynia.

The value of the contract is over PLN 570 million, and the time provided for its implementation is 24 months (the contract was signed on 20.04.2021).
